Annual Report

OPP Commissioner Thomas Carrique

A Message from
the Commissioner

On behalf of the Commissioner’s Command Team and all members of the Ontario Provincial Police (OPP), I am proud to present the 2025 Annual Report, marking the conclusion of the 2023–2025 Strategic Plan.

This report reflects the dedication of our members, who continue to serve communities across Ontario with pride, professionalism and honour. Whether on the frontline or in essential support roles, our members remain committed to the delivery of effective, modern policing services.

In 2025, our Provincial Communications Centres answered more than 2.4 million calls for service and dispatched officers to over 1.2 million occurrences. The Crisis Call Diversion Program and Mobile Crisis Response Teams also helped connect community members experiencing mental health-related crises with appropriate care and resources.

Road, trail and waterway safety continued to be a priority for OPP members. Officers conducted more than 49,000 Reduce Impaired Driving Everywhere (RIDE) checks. These events contributed to the almost 12,000 impaired driving charges laid by our officers this year. The revitalized Criminal Detection and Enforcement Program enhanced officers’ ability to identify criminal activity during traffic stops, leading to hundreds of charges and significant seizures of illegal drugs, contraband tobacco and illicit currency.

The OPP continued to address guns, gangs and organized crime, with enhanced efforts along our borders. Members dedicated over 84,000 hours to support border enforcement, while Community Street Crime Units removed more than 1,700 weapons and approximately $110 million in illegal drugs from communities. Firearms investigations, supported by the Firearms Analysis and Tracing Enforcement (FATE) Program, confirmed that most crime handguns originated from the United States.

The Criminal Investigation Branch led 107 major case investigations in 2025, including 58 death investigations. Through the dedication of investigators, supported by investigative genetic genealogy, long-standing cases were advanced, including charges in a 34-year-old homicide, the identification of remains from 1980 and progress in historical sexual assault investigations.

Protecting vulnerable community members remained central to our work. The OPP-led Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet resulted in the identification and arrest of individuals involved in the creation, possession and distribution of child sexual abuse material. Project Steel, a nationwide operation, resulted in more than 100 arrests and 300 charges while safeguarding 37 children. Through Project Support, 135 charges were laid after 36 individuals attempting to lure and exploit children were identified and arrested.

The OPP Anti-Human Trafficking Team responded to 49 offences and supported 45 victims. Over the year there were 720 missing persons located within OPP jurisdictions.

Supporting member wellness and investing in our people also remained a top priority in 2025. The expansion of the Healthy Workplace Team strengthened clinical supports and improved coordination of mental health services. The OPP also continued to invest in its future workforce, hiring 468 recruits, 85 experienced officers, 29 cadets, 276 civilian professionals and 128 auxiliary members, while celebrating key organizational milestones, including 50 years of the OPP Tactics and Rescue Unit, 60 years of the OPP Canine Unit, and 65 years of the OPP Auxiliary program.

As we look ahead, we remain focused on delivering policing excellence, strengthening partnerships and evolving to meet the changing needs of the communities we serve. Together, we will continue to deliver responsive, innovative policing and uphold our commitment to public safety across Ontario.
